JAA’s 36th Annual Baseball
Tournament of 2022
JAA
Local Rules for 2022
1) DH
Rule
-As a
general rule, with the exception for the pitcher, the DH rule can be utilized by
all players in the lineup. The JAA league rule applies to ALL players
including the pitcher.
-There may
be situations during games where the designated player (DP) ruling may
not be specified in the rule book, but like the DH Rule, when a designated
player (DP) is assigned a position on the field, the DP
role will cancel itself out for the rest of the game. If a designated
player (DP) hits for someone who’s on defense (including pitcher) and was originally
in the lineup, the DP slot cancels itself out. The player who was
originally the designated player will be retired from the game.
Deletion
clause:
-As a
general rule, if the pitcher has been assigned the DH role and is substituted
with another player, DH slot will cancel itself out (Clause 5.11 [8]). According
to the JAA league rules, the DH role could be used freely regardless of
positioning. Be aware that if any player decides to change their batting order
positioning, they will no longer be allowed to participate in the game.
2) Adding
DH Rule
-There is no
limit as to how many players are assigned this role in the lineup and can be
placed starting from the 10th player in the lineup. Because the
adding DH role functions as a regular position on the field, there is no limit
for player substitutions. Once the game begins, you cannot assign any more
players to this role.
-At least 7
players from each team must be present to start the game. In this
situation, after the 7th batter has batted in the lineup, the 8th
and 9th batters will be considered as automatic outs.
-In a
situation where there are 2 outs, runners are on second and third base, and the
8th batter is avoided, will the 9th batter be considered
as an automatic out? It does indeed. The team who is on defense side would not
have any problems. Make sure you have 9 active players on your team. If
a team member is running late, there is no time limit. If the team is either on
defense or offense, the player is allowed to join mid-game.
3)
“Fill-in” Policy
-Before the game, teams are allowed to
recruit another player from a different team with the exception for a pitcher.
Players who are assigned this role will have to bat last in the lineup.
4)
Covid-19 Policy (Personal Measures)
-Before
leaving your house, please check your body temperature. If you were exposed, (experiencing
symptoms and/or received a positive test) the team will provide you with a mask
and hand sanitizer. It is strongly recommended that you get tested if you
experience any Covid-19 related symptoms.
Minimum
age for participants (13 years old)
5)
Obligations for helmet use
-For this
season, this obligation applies to the player who is at-bat and those who are
on the basepath are required to have a helmet to avoid any balls that may hit
the runner. To prevent any delays mid-game when exchanging helmets to
teammates, each team is required to have a minimum of 4 helmets ready to use.
6) Metal spikes are BANNED!
-This is a universal rule from the Parks Department, and if caught, can
jeopardize the entire league. The team who was caught using metal cleats will
be eliminated from the league so please be aware of this important rule!
7) Blocking a base is prohibited.
-This is a collision rule for the MLB, but in the JAA league, all bases
except home plate cannot be blocked. For example, when the runner on second
base stops stealing, the player covering 2nd base cannot block the
base with his knee. However, because the umpire cannot see the play from where
he’s positioned, even if you dispute it, the umpire may possibly dismiss your
case. There are no penalties for this action, but for the sake of everyone’s
safety, please be mindful of how you block the base.
8) Fake-touching is not allowed.
-In order to prevent unnecessary sliding to a base, the person on the field
cannot “fake touch” the runner if you don’t have the ball in your glove.
9) Team Transfers
-Players are allowed to request transfers by the end of May. Please confirm
with both managers before an official transaction. Player would also have to
submit a waiver form to the JAA league officials.
10) Requesting an automatic walk is allowed
-Starting this year, teams are allowed to request an automatic walk without
having the pitcher throw any pitches.
11) “Sudden Death” method
-When the game is tied up after the 7th inning, the team on
offense is allowed to place a runner on 2nd base (ghost runner) to
start the extra inning. The ghost runner is assigned to the player who made the
last out in the previous inning.
12) For pitchers, faking to 3rd base then throwing
the ball to 1st base is considered a balk.
13) Time limits during game
-The transition time between innings is 2 minutes. Pitchers between
innings get 5 warm-up pitches and relievers get 8 pitches.

Umpires are not quite familiar with these JAA league
rules, so please make it a priority for both teams to communicate with the umpires
prior to the game so everyone is on the same page.
